Edward A. (Sandy) Lowe is Executive Vice President of Occidental​​, and Group Chairman, Middle East. In this role, he is responsible for growing the company's business in the Middle East, including strategy, business development, contract extensions and partner relationships.

During his 30-year career with Occidental, Mr. Lowe has held a number of engineering, operations and project-development leadership positions, and has been a senior leader of Occidental's international team for over a decade. Previously, Mr. Lowe was President, Occidental Oil and Gas – International, where he led the management of the company's oil and gas assets in the Middle East/North Africa region and was responsible for the company's Oil and Gas Major Projects Development Group, non-operated assets in the Middle East, and International Drilling functions. Mr. Lowe was appointed Executive Vice President of Occidental in 2008.

Under Mr. Lowe’s leadership, Occidental formed several significant companies in the Middle East. In collaboration with the Abu Dhabi National Oil Company (ADNOC), Occidental formed Al Hosn Gas, now ADNOC Sour Gas, a joint company to develop the Shah Field sour gas resources. This development was on-time, on-budget and is the largest sour gas operation in the world. Occidental also led the reorganization of the Dolphin Energy gas plant, offshore platform and pipeline project teams, working with Mubadala Petroleum and TotalFinaElf to deliver on time and on budget the world’s largest gas plant and the first Middle East multi-country pipeline joining Qatar, the UAE and Oman. Mr. Lowe served as Executive Vice President and General Manager for Dolphin Energy. In Bahrain, Occidental partnered with Bahrain Petroleum and Mubadala Petroleum to form the Tatweer company to redevelop and operate the country’s oil and gas fields. And, under Mr. Lowe’s leadership, Occidental played an instrumental role in the formation of the Zubair partnership in Iraq with lead partner ENI, KoGas and the Southern Oil Company.

Mr. Lowe holds a Bachelor of Science in Civil Engineering from Tulane University.
